Germany’s Merkel Likely to Run for Fourth Term in 2017 Election

Senior parties allies of German Chancellor Angela Merkel are increasingly indicating that they expect her to run for a fourth term in office in 2017, even through her popularity has declined under the impact of the migrant crisis.

Merkel, 62, has been Germany’s chancellor since 2005, however she has repeatedly declined to comment whetehr she will run again in 2017, stating only that she will make her intentions clear in due course. In September, she disclosed that she was still motivated, however a senior ally of Merkel’s recently indicated that he did not see any other realistic alternative for the post of chairwoman of the Christian Democrats (CDU) – a role which is likely to be filled by the party’s top candidate for chancellor. When asked whether he expected candidates other than Merkel to run for party chair at its conference in December, Peter Tauber, secretary general of the CDU disclosed “as far as I know, there’s no one else who is preparing to run for this office.” Meanwhile in an interview on 16 October with Tagesspiegel newspaper, Tauber pointed to Merkel’s view that one person should fill the roles of both party chair and chancellor. Meanwhile on 17 October, Defense Minister Ursula von der Leyen, a CDU member who is often rumoured to be a possible successor to Merkel, told a gathering of senior military leaders that she hoped to continue serving in her role beyond the election. CDU member Annegret Kramp-Karrenbuaer, who is premier of the state of Saarland, stated of the vote for party chair: “There will be one female candidate,” adding that the party would elect that candidate with a big majority.

While Merkel is seen as one of the most successful chancellors of post-unification Germany, her popularity has declined since her decision last year to allow hundreds of thousands of migrants into the country. However in an Infratest dimap poll, which was published on 6 October, 54 percent of Germans indicated that they were satisfied with her work, up by 9 points compared with a September poll.

Germany’s Merkel Due to Arrive in Africa

German Chancellor Angela Merkel headed to Africa on Sunday 9 October on a trip that aims to seek investment opportunities, which her government hopes will drive economic development on the continent and curb future waves of migration to Europe.

A flood of almost a million migrants into Germany in 2015 has had an impact on Merkel’s popularity at home. While a European Union (EU) agreement with Turkey has helped stem the flow from the Middle East and Asia, thousands of people still risk the perilous Mediterranean crossing every day from Africa to Europe. According to German Development Minister Gerd Mueller, “the migration pressure will increase dramatically in the coming years if we do not manage to generate economic prospects in African countries. Mueller has pointed to the energy sector as an area where there was an opportunity for a “win-win partnership” for Africa and German business, which have been pioneering in developing solar technology.

Merkel has described Africa as “the central problem” in the migration issue. Last month, she stated that the EU needed to establish migrant deals with North African countries along the lines of the Turkey deal. In her first multi-day trip to Africa since 2011, she will visit Mali on Sunday, Niger on Monday and Ethiopia on Tuesday. Merkel, who has yet to declare if she will seek a fourth term as chancellor next year, wants to discuss bilateral aid and business investment on her trip, as opposed to aiming to secure any deals to return migrants there. During an industry conference on 6 October, she stated, “being an open society means that we should trying to aim for a kind of blanca such that the fist thing for young Africans, when they get a smartphone in their hands, isn’t ‘I have to go where I see a better world,’ bur rather that they live in a country in which things are at least getting better step by step…This is our task.”

Germany, France and Italy want to develop particularly close partnerships with Mali and Niger, as they see these states as being key in the migration issue. In Mali, Germany has over 550 soldiers that are taking part of a UN peacekeeping mission, while in neighbouring Niger, it will open a military base aimed at combating regional jihadists.

German Chancellor Calls on EU to Sign Agreement with North African States to Curb Migration

Last week, German Chancellor Angela Merkel called on the European Union (EU) and North African countries to do deals modelled on a controversial agreement that was signed with Turkey earlier this year to stem migrant flows to Europe.

Under the EU-Turkey agreement, Ankara agreed to take back one Syrian who made it to Greece in return for being allowed to send one from its massive refuge camps to the bloc in a more orderly redistribution programme. The agreement also pledges billions of euros in EU aid to Turkey, along with visa-free European travel for Turkish citizens and accelerated EU membership talks.

Last week, the German Chancellor told regional daily Neue Passauer Zeitung, “we must agree on similar deals with other countries, such as in North Africa, in order to get better control over the Mediterranean Sea refuge routes.” She further stated, “such agreements are also in the interest of the refugees themselves,” pointing to the huge risks that migrants take in crossing the Mediterranean in rickety vessels, as well as the large sums that they have to pay smugglers for the perilous sea passage.   She added, “it is safer for them and there are good reasons for them to remain in Turkey, close to their homeland, where the cultural and language barriers are lower,” defending the agreement with Turkey as “correct, as before,” and stating, “we should work to ensure that it lasts.” Merkel has also urged EU partners to stop up to their responsibilities in taking in refuges who had arrived in Greece. Prior to the EU-Turkey agreement taking effect, some 45,000 refugees had arrived in Greece as Macedonia closed its borders to the migrants.

There are increasing concerns across the EU that the pact with Turkey to curb migrant flows could collapse as a rift deepens over Ankara’s crackdown following a failed coup. Turkey angrily rejects EU criticism that its post-putsch purges might violate rights norms that Ankara must meet under the agreement in return for visa-free travel for Turks and accelerated negotiations for bloc membership. Hungary has already announced that it will build a second fence along its southern border with Serbia that would effectively enable it to keep out any major new wave of migrants should the EU-Turkey agreement collapse.

Hungary to Construct Second Fence to Keep Migrants Out

Hungarian Prime Minister Viktor Orban announced on 26 August that the country is planning to build a second fence on its southern border with Serbia that would effectively enable it to keep out any major new wave of migrants.

Orban told public radio that the new barrier, which is to be built alongside the existing one, would strengthen defences to respond if Turkey’s policy on migration changed, adding that if that occurred, hundreds of thousands could appear at Hungary’s border. He noted that “technical planning is under way to erect a more massive defence system next to the existing line of defence, which was built quickly (last year).” Orban also disclosed that Hungary had to prepare for the eventuality of a deal between Turkey and the European Union (EU) to clamp down on migration into Europe via the Balkans unravelling, adding, “then if it does not work with nice words, we will have to stop them with force, and we will do so.” He also indicated that Hungary would increase its police presence to 47,000 from 44,000, of which 3,000 will be constantly deployed on the southern border.

A razor-wire fence built along Hungary’s southern border with Serbia and Croatia has sharply reduced the flow of migrants. Last year, hundreds of thousands of migrants moved up from the Balkans towards northern Europe. That flow however has since been reduced to no more than a steady trickle.

Under the existing agreement between Turkey and the EU, Turkey has agreed to help stem the tide of illegal migrants into the bloc in exchange for aid and visa-free travel for Turkish nationals. Turkish President Tayyip Erdogan however has repeatedly stated that European leader are not living up to their side of the pact.

On Friday, Orban and other prime ministers of Central European EU member states, the Visegrad countries, met in Warsaw along with German Chancellor Angela Merkel. Orban stated that the task for politicians was to change a decision by the EU to let in migrants and distribute them based on quotas among member states. Oran stated that “the question is whether Angela Merkel will be willing to change this flawed Brussels decision together with us. Whether she is willing to fight with us for this, or not.” Hunger is due to hold a referendum on 2 October on whether to accept any future EU quota system for resettling migrants.

IS Calls For Attacks In Russia

In a nine-minute video posted on YouTube on Sunday, the so-called Islamic State (IS) group has called on its members to carry out jihad in Russia.

The video, which has subtitles, depicted footage of armed men attacking armoured vehicles and tens and collecting arms in the desert. One of the subtitles read, “breaking into a barrack of the Rejectionist military on the international road south Akashat.” In the last minutes of the video, a masked men driving a car in the desert yells “Listen Putin, we will come to Russia and we will kill you at your homes…Oh Brothers, carry out jihad and kill and fight them.”

While it was not immediately possible to independently verify the video, the link to the footage was published on a Telegram messaging account used by the militant group. Furthermore, while it was not immediately clear why Russia would be a target, the country, along with the United States, are talking about boosting military and intelligence cooperation against both IS and al-Qaeda in Syria. IS has called on its supporters to take action with any available weapons targeting countries it has been fighting.

Over the past several weeks, there has been a string of deadly attacks that have been claimed by IS. Last week, assailants loyal to IS forced an elderly Catholic priest in France to his knees before slitting his throat. Since the mass killing in Nice, southern France on 14 July, there have been four incidents that have occurred in Germany, including the most recent suicide bombing that occurred at a concern in Ansbach.
