UN Mission in Mali Deploys While Malian Government Confirms Elections
July 2, 2013 in AfricaThe United Nations has commenced its military mission in Mali, effectively bolstering the mission in a country that remains to be threatened by militants and which is just weeks away from what many believe could be chaotic elections. The UN mission, known as MINUSMA, is bringing 6,000 West African troops, who are already in the country, under its command. The operation will eventually double in size as by December of this year, the UN force will reach its full strength, with 12,600 uniformed personnel under its command. It will be the world body’s third largest mission. During the launch ceremony, which was held in Bamako, mission chief Bert Koenders stated that “MINUSMA’s military force will be reinforced gradually in the coming months,” further noting that “contingents will deploy in the main population centers in northern Mali… But MINUSMA cannot do everything. We are here to support the efforts of the government and its partners.” The UN force will operate alongside troops from its former colonial power France, some of whom will remain in the country in order to tackle the remaining Islamist militants who continue to pose a threat to the security of the entire country. There are currently around 6,000 troops, mainly from West African countries, however the UN is still seeking soldiers, helicopters and intelligence support from contributing countries before the mission is fully up and running by the end of this year.
Although the UN force is expected to eventually take over security duties from the French forces, which led an operation to oust Islamist militants from the northern region of the country back in January, its first mission will be to secure the north so that Mali can hold nationwide presidential elections on 28 July. Despite weeks of uncertainty pertaining to the elections, the interim Malian government confirmed on Tuesday that the elections will go ahead as planned. The decision to hold the first round of elections on 28 July, which will possibly be followed by a second round on 11 August, was taken by the Malian government which was increasingly under pressure from the international community, and especially from former colonial power France, to set an election date. However Mali’s election commission, which is organising the vote alongside the government, has stipulated that the distribution of polling cards was seriously behind schedule and that it would be “extremely difficult” to get nearly eight million cards out in a country where 500,000 people have been displaced by the conflict which has lasted more than a year. Furthermore, the election commission also highlighted the ongoing instability that is taking place in the northeastern town of Kidal, which continues to be occupied by Tuareg separatists and which still has seen no army presence despite a ceasefire being signed between the transitional government and the rebels on 18 June in Burkina Faso. In response to the confirmation of elections, UN Secretary-General Ban-Ki-moon stated that holding a poll on July 28 that was credible, peaceful and accepted by Malians would be “an enormous undertaking.”
Call for Anti-piracy Operations in West Africa
June 24, 2013 in Africa, Nigeria, West AfricaHeads of states in West Africa have called for the deployment of an international naval force that will aid in curbing the growing threat of piracy off the Gulf of Guinea. There are currently more pirate attacks occurring off the coast of West Africa than in the waters off Somalia, which used to be a piracy hotspot. Patrols by foreign warships, as part of the European Union’s and Nato’s anti-piracy operations, have reduced attacks by Somali pirates, with the last successful vessel hijacking occurring thirteen months ago. Piracy off Somalia decreased by 78% in 2012 when compared with 2011. With Somali piracy significantly on the decline, mainly due to increased patrolling of the waters coupled with the presence of security teams on board vessels transiting through the region and better practices by the ship’s captains and crew, leaders in West African states are increasingly looking into the possibilities of deploying international navies in order to manage the issue.
Speaking at a meeting of West and Central African leaders in Cameroon’s capital Yaounde, the Ivory Coast’s President Alassane Ouattara highlighted that the growing threat from piracy in the region resulted in a need for the issue to be tackled with “firmness.” He further indicated that “I urge the international community to show the same firmness in the Gulf of Guinea as displayed in the Gulf of Aden, where the presence of international naval forces has helped to drastically reduce acts of piracy.” Cameroon’s President Paul Biya also noted that it was vital to respond to the threat and to protect shipping routes and the economic interests of the region.
According to statistics released by the International Maritime Bureau (IMB), for the first time, more pirate attacks were reported in the Gulf of Guinea than off the coast of Somalia, in which about 960 sailors were attacked in West Africa in 2012, compared with 851 that occurred in the waters off Somalia. However while attack numbers have sharply decreased in Somalia, at least 78 hostages are still being held captive by Somali pirates. Some of them have been held for long periods of time. A number of security sources have indicated that waters off the coast of Nigeria, which is Africa’s largest oil producer, have the highest risk of pirate activity in the region.
Although pirates in West Africa typically only steal fuel cargo and the crew members’ possessions, attacks in the region have been known to be extremely violent. IMB has reported that five of the 206 hostages kidnapped last year off vessels transiting through Western Africa have been killed. In sharp contrast, pirates in Somalia typically seize a vessel and its crew members and hold them until a hefty ransom is paid.
Gunfire Breaks Out at Paramilitary Barracks in Niger’s Capital City
June 12, 2013 in Africa, NigerOn the ground sources have indicated that gunfire broke out at a paramilitary barracks in Niamey, the capital of Niger, with sporadic shots lasting for about one hour. According to statements from local residents, “the shooting began around 21:30 local time (2030 GMT).” Sporadic gunfire could be heard for an hour and then the sounds of shooting stopped. At the beginning of this year, the camp hosted troops from Chad who were at the time on transit to Mali where they have since fought jihadist militants alongside French and West African forces.
Military and government officials could not be reached in order to provide further details, and it was not immediately possible to indicate whether the gunfire was linked to a number of recent attacks in the country which have been carried by Islamist militants. Since the incident, the area around the gendarmerie camp in the northern regions of the capital has been almost deserted. A jeep carrying paramilitary members was seen travelling in the direction of the city centre. A road block has also been set up at the road which heads to the northern part of the city.
With a number of violent attacks occurring in northern Niger of the past month, citizens of the country have begun to express fears of a “war on terror” in their homeland. Tensions were raised by two suicide bombings on May 23 in the north of Niger. The attacks targeted an army base in Agadez and a uranium mine at Arlit which is run by French nuclear giant Areva. More than twenty people were killed in those attacks. Earlier this month, government officials confirmed that twenty convicts escaped during a jailbreak from a prison in Niamey.
Responsibility for both suicide attacks, the first to have occurred in the west African country, have been claimed by two armed Islamist groups: the Movement for Oneness and Jihad in West Africa (MUJAO) and Signatories in Blood. Algerian militant Mokhtar Belmokhtar, reported to have organized the two bombings, has threatened to attack Niger again, together with any other country that has troops stationed in Mali, where a French-led military intervention launched in January has seized back control of the northern towns from groups linked to al-Qaeda.
Piracy and Robbery at Sea – Incidents for April 2013

The Horn of Africa and IOR saw relatively low activity across the High Risk Area (HRA) throughout the month of April. Most of the incidents that occurred were suspicious sightings of dhows towing skiffs however a single attack was confirmed. Meanwhile in Western Africa, in the Gulf of Guinea, attacks have occurred mainly off the coast of Nigeria, mainly south of Brass, in the state of Bayelsa. In Asia, incidents remained largely to be petty thefts in ports however a number of attacks were more violent and occurred on vessels underway. A barge was also reported stolen in the region. Lastly, robbery in South American ports remained at a steady count in April, however there are fears that a number of incidents were unreported.
Early in the morning of March 30, off the island of Masirah, Oman, the Liberian flagged cargo bulk carrier, the Atlantik Confidence, reported to have a fire in the engine room and requested assistance. Upon receiving the message, Admiral Antonio Natale, Commander of the NATO Task Force engaged in the fight against piracy off the Horn of Africa, promptly ordered the nearest vessel under his command, the frigate USS Nicholas, to proceed at maximum and to provide assistance. Sometime later, the Captain of the Altantik Confidence ordered his crew members, which comprised of 21 Turkish Seamen, to abandon the ship as he had assessed that the fire was now out of control. Upon reaching the scene, it was seen that the merchant vessel war already partially sunk but still floating. After verifying that the survivors appeared to be safely in life-boats and did not need immediate medical assistance, the NATO Ship coordinated the embarkation operations on board an oil tanker called Pluto transiting in the area and which was also manned entirely by a Turkish crew. According to a NavWar that was issued by US MARAD, the damaged ship sank around 140 nautical miles off the Wusta coast on April 3.
In Western Africa, one hijack was reported this month in the region. The offshore crew boat, Utai 8, with a crew of 3, went missing. The boat was reported to have been involved in a 2-boat attack on the MT City of Xiamen where 5 crew were kidnapped.
In Asia, fifteen pirates armed with guns and long knives in three high speed boats boarded the tug Hub 21 which was underway in the South China Sea. They took nine crew members hostage, assaulted some of the crew and tied them up. They ransacked all the cabins and stole the ship’s property as well as the crew members’ cash and personal items before escaping. Meanwhile the crew from a neighboring barge noticed an unknown tug boat pulling the cargo barge off Tanjung Ayajm, Malaysia. Eng Tou 266 was stolen and remains to be missing.
South America saw three incidents, with robberies occurring in Peru, Ecuador and Colombia.

Mali Security Update (22 February 2013)
February 22, 2013 in Mali, Region Specific GuidanceThis past week has seen a number of suicide incidents and increased fighting occurring throughout Mali, with one French Legionnaire being killed in the fighting. The continued string of suicide bombings in the previously occupied northern regions of the country are further indications that al-Qaeda-linked groups have resorted to hit and run attacks as a means of destabilizing the security in Mali. Anyone remaining in Mali is advised to either leave the country immediately or relocate to Bamako as it is highly likely that suicide attacks and clashes will take place throughout the northern regions of the country. Such attacks and bombings are likely to take place in the previous rebel-strongholds and will likely target military camps and foreigners. Clashes between militants and soldiers are also likely too occur throughout northern Mali as rebels attempt to disrupt the security. In turn, their is a heightened risk that similar attacks may occur in neighbouring countries, especially those West African nations which have sent their troops to Mali.
On Friday, five people, including two suicide bombers, died in car bombings that occurred in northern Mali just one day after fierce urban battles amongst French-led forces and Islamists resulted in the deaths of at least twenty al-Qaeda-linked militants. Security sources have confirmed that today’s incident involved two vehicles that were targeting civilians and members of the ethnic Tuareg rebel group, the MNLA. The incident occurred in the town of Tessalit, which is known as the gateway into the mountainous regions of the country. It is believed that a number of rebels have fled to this region in order to seek shelter and to regroup. Although no group has claimed responsibility, it is widely believed that the al-Qaeda-linked Movement for Oneness and Jihad in West Africa (MUJAO), which is one of Mali’s main Islamist groups, is behind today’s attack. Furthermore, it is highly likely that any rebels in the mountainous regions, and nearby, will focus on hit and run attacks in the coming weeks as a means of preventing allied troops from gaining control of the region.
Today’s attack also comes after al-Qaeda-linked rebels claimed responsibility for another car bomb attack that occurred on Thursday near the city of Kidal. The car blast occurred just 500 metres from the camp which is occupied by French and Chadian troops. Although the vehicle was targeting the camp, it had exploded before it could reach the base. At least two civilians were wounded in the incident. MUJAO have claimed responsibility for this attack, stating that they had no difficulty getting into Kidal in order to blow up the vehicle as they had planned. A spokesman for MUJAO, Abu Walid Sharoui also noted that “more explosions will happen across our territory.”
With an increase of attacks occurring this week, France announced its second military death since President Francois Hollande launched the unilateral military operation on 11 January 2013. Military officials in Paris confirmed that Staff Sergeant Harold Vormeeele, an NCO and commando with the 2nd Foreign Parachute Regiment, an elite unit of the French Foreign Legion, was killed during an operation launched on Monday which resulted in the deaths of more than twenty rebels in the mountainous Ifoghas region. According to military sources, 150 French and malian soldiers were taking part in the operation which was aimed at rooting the rebels out of their hideaways.
Over the past few weeks, the French-led forces have been increasingly facing guerrilla-style tactics after initially having been met with little resistance in their drive to force Islamist groups out of the main northern towns of Gao, Kidal and Timbuktu. Although the large-scale military operations in the northern region of the country are beginning to wind down, sporadic fighting continues to erupt and may prove to be an issue once the French hand over their mission to the African Union forces.
