European Migration Crisis
September 25, 2015 in European UnionSince the beginning of the year, Europe stood witness to ever-augmenting migratory flows. These immigrants seek to reach Europe in an effort to get away from the war and instability that plagues their home-countries. The attempts to reach the European borders were underlined by ever-increasing fatalities of immigrants drowned in the Mediterranean and the Aegean. In the beginning of the year, these flows mainly used Libya to gain access to Italy through the Mediterranean, however, during the second quarter of 2015 the flows shifted their focus towards Greece since the passage to Europe through Turkey and Greece was deemed safer. Europe’s response to this crisis was slow and, in most cases, inadequate. The first attempt for the implementation of a quotas plan that would distribute the immigrants to the European countries was met with strong opposition from many European countries that deemed the plan as unfair. In the past months the only plan that found the European states in agreement was the provision of financial aid to the countries that carry the main burden of the problem to help handle the flows. While Europe stood frozen and unable to agree on the proper way to handle the crisis, the immigrants continued entering EU through Greece and Italy, and from there traveling central and north European countries.
Many countries chose to handle the problem individually, and in a mostly unsuccessful way. Greece and Italy, already burdened with the responsibility to save thousands of immigrants daily from half-sank dinghies at their sea borders, had to create, in a limited timeframe, the necessary infrastructure to identify these individuals, and divide them between refugees that have a legitimate claim to asylum and to economic immigrants that need to be returned to their home-countries. That proved to be challenging both for Greece and Italy, with the first facing at the same time an economic and political crisis that did not allow for an effective implementation of policies that would help alleviate the crisis. Hungary chose to handle the crisis in an unsuccessful, and for many unethical, way by building in a matter of weeks a fence along its Balkan frontiers and using the army to ensure that no one will pass this fence. This measure was deemed unethical since it violates the EU’s fundamental principles that oblige the member-states to provide asylum to anyone that has legitimate reasons to flee his home country because his life is in danger. The Hungarian Prime Minister Viktor Orban achieved gaining the public’s support of his strategy through a series of campaigns, amplified by friendly media, that projected the immigrants as an imminent threat for the Hungarians. After the fence went up, and plans for its extension were announced, riot police used gas and water cannon on stone-throwing immigrants. At the same time, it was an unsuccessful measure since it has been proven in the past that fences do not stop these flows, they simply redirect them to seek other routes. That resulted in the shift of the migratory flows towards Croatia in an to attempt reach their destination countries. Under the burden, Croatia reacted in a similar, rather instinctive, way by closing seven of its eight road border crossings with Serbia following the ever-increasing influx of immigrants that redirected their routes after Hungary fenced off its borders and closed its borders with Serbia. Additionally, Czech Republic was severely criticised after it used the police to remove the immigrants from the trains headed to Germany, and started detaining and numbering immigrants using permanent markers to write registration numbers on the wrists and arms of immigrants. Even Germany, that announced during the last week of August the temporary suspension of the Dublin Agreements stating that it would accept all Syrian asylum-seekers, decided, barely eight days later, to close its borders with Austria leaving thousands of immigrants stranded in Austria’s train stations. The continuation of these practises will not solve the problem, contrary, they will only succeed in trapping these immigrants to Greece, creating a situation which could take unthinkable dimensions.
With a plethora of similar measures being implemented across Europe many started discussing the suspension of Schengen Agreement, one of the pillars upon which European Union is based on and promotes the freedom of movement between the member states. This is not the first time the Schengen Agreement seems to be under threat. In 2011, fearing an influx of North African refugees, Italy and France pushed for a review of the agreement. Earlier this year the Dutch Prime Minister threatened Greece with expulsion if it allowed immigrants free passage to the rest of Europe. Neither eventuality came to pass. What Germany did by temporarily closing its borders with Austria is not a direct violation of the agreement, since Schengen allows countries to briefly reinstate border controls for reasons of national security. However, if these controls become a way to handle the influx of immigrants then they risk reversing decades of European integration.
On September 22 and 23, Europe made another attempt to handle the immigration crisis, since as the time passes and the problem persists, it seems that the European leaders realise that it is a situation that has to be faced collectively. Not only within the borders of the EU, but also by collaborating with other countries that are affected by this problem such as Turkey, Jordan and Lebanon. The European states agreed by a strong majority on a mandatory plan to relocate 120,000 asylum seekers across the continent over the next to years. Four governments – Hungary, the Czech Republic, Slovakia and Romania- opposed the proposal, and Finland abstained. This plan, however, shares the burden of only a fraction of the total number of asylum seekers who have come to Europe during this year, a total that already surpasses 500,000. Slovakia’s Prime Minister Robert Fico announced that his government will not honour the ministerial decision even of it risks a lawsuit by the European Commission. Additionally, the Hungarian Prime Minister Viktor Orban said after the vote that this plan will encourage more immigration and that Europe’s culture will be irrevocably diluted by allowing more Muslims to settle.
Under the plan agreed by the EU’s Foreign Ministers, some 66,000 asylum seekers will be relocated from Italy and Greece to other EU member states in coming months (15,600 from Italy and 50,400 from Greece). That leaves around 54,000 people who could be relocated from other countries if they experience a sudden influx of migrants and appeal for help. After one year, Italy and Greece will be reallocated the remainder of this reserve, meaning that they will be able to send additional number of asylum seekers elsewhere in the EU. From the plan are excluded only the three countries who have a partial opt-out from EU immigration rules, the UK, Ireland and Denmark. Despite UK being officially excluded by the quotas system, it has been repeatedly under pressure, mainly from France and Germany, to share the burden and accept immigrants. The British Prime Minister David Cameron announced that UK will commit another 100 million pounds to supporting refugees camps bordering Syria and has agreed to accept 20,000 refugees from these camps over the next five years. Ireland stated that it will participate in the quotas plan despite its opt-out. Switzerland, Norway and Iceland, which are not in the EU are also taking part. To assuage concerns from some Central and Eastern European member states, EU governments may seek a one-year delay for accepting up to 30 percent of the asylum seekers they are allocated. That could be further extended by a second year if other member states and the European Commission agree.
The quotas were determined largely by the size of each country’s population and its GDP. Also taken into account was the country’s unemployment rate and its number of spontaneous asylum applications and resettled refugees per one million inhabitants in the last five years. That has as a result that 60 percent of asylum-seekers be moved to just three countries, Germany, France and Spain. However, the plan does not account for the migrants who will continue to flood into Europe this fall. At the same time, there is a provision for the creation of ‘hotspots’ in Greece and Italy by the end of November where EU experts can quickly register and identify people for refugee protections. The quotas plan will be paired by a simultaneous effort to provide more help to Lebanon, Jordan, Turkey and other countries in the region in the hopes of at least dissuading some people who are fleeing conflicts and poverty to stay in the Middle East. EU will allocate one billion euros to the region in cooperation with the U.N. High Commissioner for Refugees and the World Food Program. At the same time, the European leaders agreed during their meeting on September 23 to strengthen the management and the control of EU’s external borders, since it would be unfair to expect that Greece and Italy to handle on their own this huge influx of immigrants.
However, this agreement is nothing more than a temporary solution to the problem. To begin with, the decision to override the dissenter countries means the EU will be sending thousands of people to nations that do not wants them, raising questions about both the future of the 28-national bloc and the well-being of the asylum-seekers consigned to this countries. The acceptance and integration of the immigrants into the local communities is further disturbed when countries, such as Germany through its Chief of Intelligence Hans-Georg Maassen, circulate the view that the refugees could be recruited by radical Islamists already in the country to organise terrorist attacks. It is apparent that this kind of rhetoric does not facilitate their integration and acceptance to the local communities. Additionally, EU has not announced according to which criteria the refugees will be chosen to be allocated to each country, creating rumours that countries such as Germany that are in need of specialised workforce will accept mainly the refugees with high qualifications and distribute the ones with a limited educational and professional background to the other countries. Finally, while the majority of the European leaders seem to be satisfied with the agreement reached, they did not highlight that this plan deals with only a portion of the 500,000 immigrants currently in Europe and they did not acknowledge the fact that the biggest migratory flow has not as of yet commenced. Turkey currently hosts 2,5 million refugees, Lebanon around 1,5 million and Jordan some 700,000 refugees. It seems apparent that the allocation of one billion euros is a temporary solution and will not dissuade them from attempting to seek a better future in Europe. Nevertheless, the value of the agreement reached should not be undermined. It is the first organised and cohesive reaction of a Europe that proved during this crisis that its crisis management reflexes are extremely slow. However, it should not be considered as a viable solution to a problem that its route causes have not yet been addressed.
Calais Crisis

Despite the fact that news outlets and the public have recently focused on the thousands of migrants from Afghanistan, Syria, Sudan and Eritrea descending on Calais waiting for a chance to cross the tunnel towards the United Kingdom, the problem is far from new. In 1999, the Sangatte refugee camp opened in Calais creating controversy between the people that supported the existence of a place were the migrants could stay in and the people that highlighted the dangers of the migrants’ presence in the area. The camp attracted thousands of would-be asylum seekers and people traffickers. The camp was closed in 2001 and 2002, on the orders of Nicolas Sarkozy that was placed as Minister of Interior in the French government at the time. Despite the closure of the camp, migrants continued to arrive in Calais and create makeshift camps near the port since the port did not lose its value due to its proximity to the UK borders, making it the ideal location for the migrants to cross towards the UK. The inhuman conditions that the migrants live in while waiting to cross the channel, and the ever increasing number of migrants descending in Calais has led to protests organised by the migrants for a treatment that respects their basic human rights. French authorities estimate that currently there are about 3,000 migrants living in these makeshift camps known as ‘’the Jungle’’ waiting to cross the Channel. One of they ways the migrants use attempting to cross to UK is by stowing away on lorries bound for cross-Channel ferries. During recent strikes by French ferry workers that resulted in closing the Channel Tunnel, the migrants stranded in Calais openly tried to board lorries stick in traffic on the roads leading to the port. At the same time, there have also been reports of migrants attempting to hide in people’s cars. However, recently, activity has shifted more to the Channel Tunnel. Nowadays migrants attempt to stow away on lorries headed for the Eurotunnel, or jump or cut security fences to try to hide on Eurotunnel trains themselves. There have been incidents reported claiming that migrants have tried to cross the Eurotunnel on foot. The attempts to reach UK have been proved fatal for many of these migrants, with more than ten incidents were migrants lost their lives when hit by passing trucks and trains during their attempt to cross the Channel. Eurotunnel has highlighted the increase of what it describes as ‘’nightly incursions’’ with groups up to to hundreds of migrants attempting to beach security all at once, and how that obstructs the operation of Eurotunnel. Due to these incidents, in July, Eurotunnel asked the French and British governments to pay almost 10 million euros to cover the cost of extra security measures that the migrant crisis has made necessary. Part of these sum is going to be given as compensation to tourist passengers due to the frequent disruptions in the operations of Eurotunnel in incidents involving migrants and strikes by ferry workers. According to Eurotunnel officials, the company has spent 13 million euros on additional security in the first half of 2015, which is the same as it spent in the whole of 2014.
The French and British governments have agreed the introduction of more security measures to tackle the problem. In 2014, the British government pledged 12 million pounds over three years to assist France in handling the problem. In July 2015, the UK announced a further 2 million pounds for a new secure zone at Calais for UK-bound lorries. It later was confirmed that it would provide an additional 7 million pounds for measures to improve security at Calais and the entrance to the Channel Tunnel. At the same time, UK Immigration Minister James Brokenshire announced the creation of the ‘National Barrier Asset’ (NBA) that will be deployed to the French end of the Eurotunnel, at the terminal at Coquelles, to prevent irregular migration. NBA is a collection of temporary security barriers, mainly consisting of a large modular 9ft high fence, established in 2004 to provide police with the ability ‘to protect high profile locations or temporary events’. The fence is designed to withstand an impact from a 7.5-tonne vehicle travelling at 50mph. British authorities believe that the fence will help quell attempts by migrants to cross the English Channel. The port of Calais is currently protected by 16ft fences topped with coils of razor wire and CCTV, with the gates and exterior guarded by heavily armed French riot police. French police have been heavily criticised for taking migrants off lories, driving them a few miles away and then releasing them, knowing that the migrants will head back to Calais renewing their attempts to cross. However, according to the police, the problem is that there are simply too many to arrest and deal with, making it impossible for them to cope with the increasing influx of migrants descending in Calais. At the end of July, an extra 120 French riot police was deployed to Calais, however, it is not believed that the existing number of police force present in Calais is enough to stop the migrants’ attempts. Recently, there have been pledges by the head of the Alliance union for police deployed to Calais for additional help, with many calling for the deployment of the British army to help curb the crisis. UK has already received 27 million euros for the European Commission in emergency aid funding, which it applied for in March. France will receive its 20 million euros by the end of August. However, according to the Commission’s representative, neither country requested additional aid for security in Calais and will not receive funds from the aid program.
The situation in Calais is not an isolated problem but part of the wider migration crisis in Europe, caused by the instability in countries near the European continent, such as the displacement of people from war-torn countries such as Syria, Afghanistan and Eritrea and economic crisis that plagues many African states. For these people, UK is their final destination where many will either enter as asylum seekers, and others will try to enter incognito to remain in the country as illegal workers. This chaotic situation in Calais has resulted in the inability of the authorities to estimate with accuracy how many people have succeeded entering the UK. Home Secretary Theresa May has conceded that ‘a number’ of migrants do make it across the Channel, but no specific figures were given. Both Kent Police and Kent County Council have admitted that they do not hold official figures. The British Prime Minister, in an effort to make UK a less attractive destination for the economic migrants, he vowed that he will throw the illegal migrants out of UK, giving priority to the settlement of asylum seekers in UK.
At the same time, it became obvious that for the better handling of the problem in Calais, the close collaboration between France and UK was necessary. Last week, UK and France signed an agreement on new measures including a control and command centre to help alleviate the migrant crisis in Calais. According to reports, the centre will by jointly run by British and French police and will focus not only on the migrants, but mainly on the people-smugglers operating in the area. The joint command centre will also incorporate the UK Border Force will be led by two senior officers, one British and one French, each reporting to their own government. The joint deal also includes the arrival at Calais of an extra 500 police from the UK and France. Additionally new measures will be introduced, such as sniffer dogs, and additional freight search teams and UK-funded flights that will return the migrants to their home countries.
Despite the obvious problems that the migration crisis has caused across Europe, including the rapidly worsening crisis in Calais, there is another consequence that it has not been brought into greater focus. That consequence has to do with the way the, already rapidly augmenting, far right movements and parties across Europe use the migration crisis to their advantage. From UK, where the crisis in Calais could be used to strengthen the ‘No’ campaign in the forthcoming referendum on the UK’s EU membership, to France that has to face the problem of migration both in Calais and at its common borders with Italy, to Germany where arson attacks destroy shelters for asylum seekers and recent reports estimate that Germany will have to handle some 800,000 asylum claims in 2015.
Despite the fact that the Common European Asylum System is in force and the existence of the quota system that was agreed recently, it seems that rules and decisions are one thing, but putting them into practice EU-wide is another challenge. Not only that, but due to the crisis, there are countries such as Germany that have suspended the Dublin Regulation since they know that returning the asylum seekers back to their entry points, mainly Greece and Italy, it will only prolong the crisis. It is obvious that the existing regulations and measures are not enough to face this crisis, since it is a phenomenon that has never occurred before in such a scale. There is not going to be an easy solution to the migration problem, since its roots will be traced to the instability that reigns in states close the European continent, and if these causes are not terminated the migration flows will continue arriving at the European shores. However, the problem is a European one, and it should be handled as such, with the solution having at its core the migrants’ interests.
Iran Signs Historic Nuclear Agreement with World Powers
July 15, 2015 in IranOn Tuesday, major powers reached an agreement with Tehran aimed at ensuring that the country does not obtain a nuclear bomb and which will also open up the country’s stricken economy.
The agreement, which was reached on day 18 of marathon talks in Vienna, is aimed at ending a 13-year standoff over Iran’s nuclear ambitions after repeated diplomatic failures and threats of military action. Both Iran and the European Union have hailed the agreement as a new chapter of hope for the world. At the start of a final meeting to formally sign off on the accord, EU foreign policy chief Federica Mogherini stated, “I think this is a sign of hope for the entire world and we all know this is very much needed in this time,” adding, “it is a decision that can open the way to a new chapter in international elations and show that diplomacy, coordination, cooperation can over come decades of tensions and confrontation.” Iranian Foreign Minister Mohammad Javad Zarif stated that the agreement is a “historic moment,” noting, “we are reaching an agreement that is not perfect for anybody but it is what we could accomplish and it is an important achievement for all of us.” The agreement effectively places strict limits on Iran’s nuclear activities for at least a decade and calls for stringent UN oversight, with world powers hoping that this will make any attempts to make an atomic bomb virtually impossible. In return, international sanctions will be lifted and billions of dollars in frozen assets will be unblocked. The agreement, which was built on a framework in April is US President Barack Obama’s crowning foreign policy achievement and comes six years after he told Iran’s leaders that if they “unclench their fist, they will find an extended hand from us.” The agreement may also lead to further cooperation between Washington and Tehran.
The head of the UN atomic watchdog announced Tuesday that he has signed with Iran a “roadmap” for probing suspected efforts to develop nuclear weapons, a key part of an overall accord with major powers. Ahead of the expected announcement of the historic agreement with major powers, International Atomic Energy Agency (IAEA) chief Yukya Amano stated that he “…just signed the roadmap between the Islamic republic of Iran and the IAEA for the clarification of past and present outstanding issues regarding Iran’s nuclear programme,” adding that he aims to issue a report on the watchdog’s investigation by 15 December. According to Amano, the roadmap “sets out a clear sequence of activities over the coming months, including the provision by Iran of explanations regarding outstanding issues. It provides for technical expert meetings, technical measures and discussions, as well as a separate arrangement regarding the issue of (Iranian military base) Parchin,” adding “this should enable me to issue a report setting out the Agency’s final assessment of possible military dimensions to Iran’s nuclear programme, for the action of the IAEA board of Governors, by 15 December 2015.” The wider accord between six major powers and Iran is expected to be announced in Vienna later on Tuesday.
Libya Against UN Action To Prevent Migrant Smugglers from Operating in Mediterranean
June 3, 2015 in LibyaLibya’s ambassador to the United Nations indicated Tuesday that his government is refusing to give its consent for UN action, which is aimed at endorsing Europe’s military plan to fight migrant smugglers in the Mediterranean.
According to Ambassador Ibrahim Dabbashi, “the position of Libya is clear: as long as the European Union and some other countries are not dealing with the legitimate government as the sole representative of the Libyan people, they will not get any consent on our part.” The remarks come after EU foreign policy chief Federica Mogherini appeared before the UN Security Council last month to request UN backing for Europe’s plan to confront the migrant crisis by using military force against smugglers. The Security Council’s EU members – Britain, France, Lithuania and Spain – are currently working with Italy on a draft resolution that would effectively endorse the EU naval force, authorizing the use of force in Libyan territorial waters. However the resolution requires the Libyan government to first give its consent for the operations, which could also take place on its costal territory.
While Libya’s internationally recognized government has been driven out of Tripoli, it is now based in the eastern city of Tobruk. The UN has been for months working to broker an agreement on a new national unity government. Last week, the Tobruk government sent an envoy to Brussels. Foreign Minister Mohamed al-Dayri was at the EU’s headquarters this week, where he attended talks on the EU plan. Despite these meetings, however Dabbashi has made it clear that a letter of consent was not forthcoming, stating, “I think the resolution will never come out.” While the Ambassador did acknowledge that the new EU naval force can act in the Mediterranean without Security Council endorsement, he warned “there are consequences,” adding “I don’t think they will go too far without the Security resolution.”
Since the fall of Moamer Kadhafi in 2011, Libya has been engulfed in fighting and over the past several years, the country has developed into a staging ground for smugglers who load rickety boats with refugees and migrants desperate to reach Europe. So far this year, the International Organization for Migration (IOM) has indicated that some 1,770 migrants have perished on the hazardous journey to Europe, effectively a 30-fold increase on the same period in 2014. Over the past eighteen months, more than 5,000 people have died. Security Council diplomats have privately admitted that European efforts to present a resolution on the migrant crisis have hit a wall over Libya’s refusal to grant them approval. Sources have disclosed that European governments had instructed their diplomats, most of home are based in Tunis, to reach out to the various Libyan factions in a bid to try to get them onboard the plan prior to formally presenting the draft resolution at the Security Council.
Human Smuggling in Libya
April 30, 2015 in Africa, Libya30 April— Last week, the European Union agreed to triple the funding dedicated to patrolling the Mediterranean for illegal migrant ships. The EU has also doubled the emergency aid to front-line member states Italy, Greece and Malta, which deal with a massive influx of migrants coming across the Mediterranean. The new allocation of 50 million euros per year will be dedicated to reception centres for migrants, medical aid, or additional staff dealing with the influx. It is part of an overall EU fund for migration and asylum issues.
The EU also will send more naval ships from its member states to the region stem the growing migration crisis that has left countless dead as they seek to reach Europe from Africa. The governments also agreed to develop plans to combat the smuggling rings that have made a lucrative trade of bringing people to Europe. The UK offered to send a warship to patrol between Sicily and the Libyan coast. Germany, France, Ireland and other nations have offered ships as well.
EU leaders said the Frontex mission— which secures the external borders of the union, including from illegal immigration, human trafficking and terrorist infiltration— would now have the authority to conduct rescue missions in international waters.
The decision was made days after one of the deadliest migrant shipwrecks in the sea. Last Sunday, a ship carrying 550 people capsized. The Italian Coast guard recovered 9 bodies and 144 survivors. Nearly 400 people reportedly remain missing. If this number is confirmed, it will be the single worst refugee catastrophe in history. Yet despite the dangerous incident, the next day, ships from the EU’s Triton rescue programme clashed with people smugglers over the rescue of 250 migrants 110 kilometres off Libya. The smugglers reportedly fired on the Icelandic Coast Guard vessel Tyr in their attempt to recover the empty wooden boat from which the migrants had been rescued. An Italian tugboat was trying to take the wooden boat in tow when the smugglers raced in on a speedboat and sped away with the empty migrant boat.
The International Organization for Migration (IOM) reports that since the start of the year and 21 April, approximately 1,750 have perished in their attempts to illegally migrate to Europe over the Mediterranean. In the same period in 2014, that number was 56. Joel Millman, a spokesman for the IOM, says that smugglers appear to be loading each boat more migrants, and are operating without fear of punishment.
Smuggling has become increasingly lucrative, and in Libya, which is divided by opposing governments and spiralling ever deeper into chaos, the market is thriving. One anonymous smuggler says, “A fishing boat worth 40,000 dinar, (£20,000) can be sold for smuggling for £100,000. It’s an unimaginable amount of money. The boats are brought in from Egypt, they’re bad quality and you load it with 90 or 100 people, and some of them get there and others will die.” The operations are run through a complex criminal and tribal network; the UN estimates that smuggling is worth over £100m a year. Despite the dangers, new migrants–“cargo”– arrives daily.
The migrants often originate in sub-Saharan Africa. They pay repeatedly to be taken to the next stage of migration. The migrants are often hidden in cargo trucks and not given food or water for days. In the dessert the smugglers use hidden trails, and will sometimes abandon the migrants in the middle of the desert, telling them, “follow these power lines and eventually, you’ll reach a city”. Many die en-route.
For those that do make it, many aim for Libya’s coastal waters. The anonymous smuggler reported that the areas of Sabratha and Zuwarah, west of Tripoli near the Tunisian border, are under the control of smugglers. They use the official sea ports for smuggling immigrants, and load people from the port docks. He says he tells each migrant the risk before they embark. If they pay more, they are allowed onto a better quality boat. They are offered discounts if they choose to get on an overcrowded or less seaworthy boat.
EU Foreign Affairs Chief Federica Mogherini was tasked to ask the United Nations for permission to use air and naval power to destroy smugglers’ boats along the Libyan coast before they can use them. Ban Ki-moon, UN secretary-general, disagrees with plans to mount military strikes against the boats. He argues that while smugglers use the boats to conduct criminal activity, targeting them could unintentionally harm Libyan fishermen, further weakening Libya’s economy. Although Ban has vocalised his opinion, he cannot prevent the UN Security Council from approving the strikes.
In Libya, the groups controlling Tripoli have said they will confront any EU operation that seeks to attack sites used by people smugglers. Muhammed el-Ghirani, Foreign Minister of the unrecognised Tripoli-based government, says his group has repeatedly offered to help deal with migrants, but their proposals had been rebuffed. International governments recognise only the Tobruq based government, led by Libyan President Abdullah al-Thani. It is so far unclear what the Tobruq government can do in a region that is controlled by opposing forces. It is likely that stemming the flow of migrants is incumbent upon finding a peaceful solution to Libya’s political chaos.
