Mali Requests Additional UN Troops

In the wake of a recent upsurge in attacks against United Nations peacekeepers operating in northern Mali, the country’s government has requested that the UN deploy a rapid intervention force aimed at fighting the Islamist militants. The request comes after two separate attacks killed nearly a dozen UN peacekeepers in the past week.

On Wednesday, Malian Foreign Minister Abdoulay Diop disclosed in front of the UN Security Council that urgent measures were now needed following the recent killings of UN peacekeepers. He warned that the region once again ran “the risk of becoming the destination of hordes of terrorists,” noting that “urgent measures” were needed to bolster the UN mission, which must have “appropriate means to fulfil its mandate.” The UN’s peacekeeping chief agreed that Malian forces have been unable to fill the gap left by the departure of French troops.

The appeal for more robust action in the northern Malian region comes amidst some of the deadliest violence that has targeted a UN peacekeeping mission in recent years. On Tuesday, a Senegalese soldier was killed just days after nine peacekeepers from Niger were killed by Islamist militants.

According to UN peacekeeping chief Herve Ladsous, in all, thirty-one peacekeepers have been killed and 91 injured since the mission, known as MINUSMA, was established in July 2014. According to the chief, UN soldiers operating in the region are now facing “a whole range of threats: rockets fired randomly, mortar shells, suicide attacks, ambushes.” While Malian officials have not disclosed what force they are envisioning the UN will deploy, Mr Ladsous did reveal that in the coming months, the UN mission will be sent combat helicopters and drones.

Some nineteen months after being driven out of northern Mali by a French-led military intervention, a number of Islamist groups have increased their campaign of violence, carrying out roadside bombs, rocket attacks and ambushes on UN peacekeepers operating in the region.   The militants have also begun to target civilians. In September, an ethnic Tuareg civilian, along with four members of his family, was kidnapped near Timbuktu. Reports later surfaced that militants beheaded the man, with relatives indicating that he was killed by members of al-Qaeda in the Islamic Maghreb (AQIM), who had suspected him of being an informant for international forces in Mali.

While three jihadist groups, AQIM, Ansar Dine and Movement for Oneness and Jihad in West Africa (MUJAO) controlled northern Mali for ten months in 2012, before being largely ousted by the French and African troops in January 2013, small pockets of armed militants remain active and continue to carry out deadly attacks in the desert region.

Senegalese Peacekeeper Killed in Latest Attack in Mali

Days after nine Nigerien peacekeepers were killed in northern Mali, on Tuesday a Senegalese United Nations peacekeeper was killed when a joint French-UN military camp in the northern Malian town of Kidal was hit by rocket fire.

Olivier Salgado, spokesman for the UN force, which is known as MINUSMA, confirmed the attack, stating that between six and eight rockets had been fired at the camp.   Officials in Senegal later confirmed that the peacekeeper who was killed in the attack was a member of Senegal’s 845-strong contingent deployed in Mali as part of the UN’s peacekeeping mission.  Two other Senegalese peacekeepers were lightly injured.

While it remains unclear who is behind the latest attack, sources believe that Iyad Ag Ghaly, who led a Tuareg rebellion in the Sahara before forming Ansar Dine, may be the reason why Islamist insurgents operating in the region have recently increased their attacks on UN peacekeepers operating in Mali.  After disappearing in January 2013, shortly after French troops intervened in a bid to drive Islamist insurgents away from the capital Bamako, Iyad Ag Ghaly resurfaced last month, issuing a video message signalling a return to combat.  In the video, he indicated that his group was “ready to unite with our brothers on the ground to face up to the crusaders and infidels who have united to fight Islam in our land.”  Sources from UN’s MINUSMA force in Mali believe that his militant group is likely behind the recent attacks however the reduction of French troops, coupled with the absence of Malian troops from the region, has also likely contributed to the recent upsurge of militant activity.    UN peacekeeping chief Herve Ladsous has also attributed the instability in southern Libya to the recent increase in attacks, stating that it is “a factor that plays a role in the fact that these jihadists…have restarted their activities.  They have without doubt re-acquired equipment.”

On Friday, nine UN soldiers, all from neighbouring Niger, were killed in the northeastern desert region when armed men on motorbikes targeted them.  That attack was claimed by a militant with links to Movement for Oneness and Jihad in West Africa (MUJAO).  Friday’s attack brought the number of deaths in the UN mission since its deployment in July 2013 to thirty.  Three Senegalese peacekeepers have now died in northern Mali.

For a period of ten months in 2012, Islamist groups Ansar Dine, al-Qaeda in the Islamic Maghreb (AQIM) and MUJAO occupied the northern desert region of Mali, a region that makes up nearly two thirds of the country, before they were ousted by a French-led military operation launched in January 2013.  While stability has generally been brought back to the region, militants have continued to carry out attacks, specifically targeting French troops.  UN troops are now trying to stabilize the northern region while peace talks between the Malian government and Tuaregs continue.

New Peace Talks Set to Begin in Algiers

On Monday, a second round of peace talks between the Malian government and separatist militias will begin in Algiers. The talks are aimed at ending a conflict that has continued over this past year despite the country’s efforts to return to a democracy. The two groups signed an interim agreement in June last year, which effectively paved the way for nationwide elections, however since President Ibrahim Boubacar Keita was elected to power, negotiations have stalled and northern Mali has seen a spike in violence by Islamist and separatist militants.

According to sources, the talks will be based on a “roadmap” that was agreed to by the different sides in July. The talks will be overseen by a “college of mediators,” which includes Algeria, the African Union (AU) and the 15-member regional bloc ECOWAS. A “college of facilitators” will be made up of delegates from France, Niger, Nigeria and the European Union. While former Prime Minister Modibo Keita, who is the president’s envoy at the talks, has disclosed “this time in Algiers, participants will get to the bottom of their problems and, it is to be hoped, come to an agreement,” Mali’s Prime Minister Moussa Mara has suggested that despite the government willing to make concessions, a “red line” has been set, noting that Mali’s territorial integrity and secular status will not be up for discussion. While there currently is no set deadline, negotiations between the Malian government and separatist militias are expected to last weeks with the claim for special legal status expected to be the main sticking point.

In the weeks prior to these talks, rival factions amongst the rebels, including members of the MNLA, HCUA, the Arab Movement of Azawad (MAA), the coalition of the People of Azawad, which is a sub-division of the MNLA, along with a vigilante movement in the region, met in Burkina Faso’s capital city, Ouagadougou, in order to sign a broad policy agreement that effectively ensures they will speak with one voice in Algiers. According to sources, the signatories of the document are requesting “special legal status” for their homeland in northern Mali, adding that they want official recognition of the “legitimacy of the struggle of Azawad/northern Mali for 50 years to enjoy a special status in line with the geographical, economic, social, cultural and security realities.” Although these armed groups once fought each other in northern Mali, it now appears that they are increasingly willing to unite together in order to achieve their goals and to negotiate with the Malian government.

In May of this year, clashes erupted between the Malian army and a coalition of rebels from the High Council for the Unity of Azawad (HCUA) and the National Movement for the Liberation of Azawad (MNLA), resulting in at least fifty soldiers being killed in the region of Kidal. Although a ceasefire, which was achieved by Mauritanian leader and AU chief Mohamed Ould Abdel Aziz, has since been in place, the Malian government has expressed alarm over the “concentrations of armed groups” that are present in the desert region.

CAR Appoints New Prime Minister as Clashes Continue

On Sunday, just days after the Central African Republic’s interim government resigned, the country’s president, Catherine Samba Panza, named her new prime minister. The mainly Muslim rebel Seleka group however has rejected the appointment of the CAR’s first Muslim prime minister, stating that it wants no part of the new government.

Mahamat Kamoun was appointed prime minister Sunday evening, effectively replacing Andre Nzapayeke, who stepped down last week. Mr. Kamoun, an expert in finance, was the director general of the treasury under former president Francois Bozize. He later became a special advisor to the current interim president. While he has now been tasked with leading a transitional government that is seeking to implement a precarious ceasefire signed late last month, officials within the Seleka rebel group have rejected the decision, stating Monday that while Mr Kamoun had served as head of the tax-collecting agency, he was not a Seleka member. Abou Mal Mal Hissene, a Seleka spokesman, disclosed Monday that the group’s leaders “…think the transitional president didn’t take account of the views of the Seleka, which still controls the majority part of the country,” adding “the Seleka will not participate in the government.” The spokesman also reported that the fragmented collation of former rebels had learned of the appointment of a new prime minister “by way of foreign media.” Despite refusing to join the new government, the spokesman did note that the Seleka leaders remain committed to the peace accord, which was signed in Brazzaville last month.

On Tuesday, President Samba Panza confirmed that the government had resigned as part of a peace deal that was reached last month with the Christian and Muslim rebel factions. The resignation of the interim government, which includes Prime Minister Andre Nzapayeke along with twenty other ministers, will make way for a new one that is more inclusive.

Mr. Kamoun, who is the first Muslim to serve as prime minister in the CAR since the country gained its independence from France in 1960, will now face the difficult task of revitalising a delicate political transition that is aimed at ending deadly sectarian violence and disarming militias. Despite the appointment and the promise of a more inclusive government, many hurdles remain on the CAR’s path to peace. The inclusion of armed groups within the future government remains to be a sensitive topic in on-going discussions. There are however signs that Mr Kamoun’s appointment may aid in reducing tensions.

While Seleka rebels continue to clash with anti-balaka forces, the Seleka coalition itself is weak and fragmented as its members are divided between those who support dialogue and those who refuse to make any concessions and instead call for a partition of the country. This appointment may ease the tensions between the government and former Seleka coalition members, and will likely undercut support for those pushing for a partition. Furthermore, Mr Kamoun’s appointment is likely to reassure the Muslim minority community, many of whom have been treated with suspicion by the country’s Christian population following the Seleka takeover in March 2013. While the interim president’s promises of a more inclusive government appear to be coming true, this has yet had an impact on the current situation throughout the country as tensions on the ground have not eased and the ceasefire signed in Brazzaville remains extremely fragile.

After weeks of relative calm in the capital Bangui, clashes erupted on Friday and Saturday between two rival factions of the anti-balaka militia. International peacekeepers deployed throughout the CAR were forced to intervene. The latest confrontations, which occurred in the Boy-Rabe neighbourhood in northern Bangui, came just two days after dozens of Seleka fighters attacked French peacekeepers who were patrolling the northern town of Batangafo. Two French troops were injured in the clashes.

Nigerian President Seeks US $1 Billion to Fight Boko Haram Insurgency

Days after Nigerian President sought approval from parliament to borrow up to US $1 billion (£580 million) abroad, in order to help the armed forces tackle the security threat posed by Boko Haram, Nigeria’s National Assembly has broken up for a two-month recess, effectively meaning that approval for the loan will have to wait until at least September.

On Wednesday, Nigerian President Goodluck Jonathan submitted an urgent request to borrow US $1 billion abroad to help the armed forces tackle the security threat posed by Boko Haram. In his statement to Parliament, which was read to deputies by the leaders of the Senate and House of Representatives, the President stated “you are no doubt cognizant of the on-going and serious security challenges which the nation is facing as typified by the Boko Haram terrorist threat,” adding “for this reason, I seek the concurrence of the National Assembly for external borrowing of not more than $1 billion.” The president noted that this loan would be used to upgrade the equipment, training and logistics of the security forces and that such a loan could include a “government to government arrangement,” however he did not name any specific foreign country.

Nigeria’s parliament was expected to debate the issue at a time when Boko Haram’s five-year insurgency has gained international attention. However with the summer recess, both chambers of Parliament are not due to sit again until the end of their annual recess in September. While sources have indicated that it would normally take several days for such a loan to be approved the President’s request is likely to raise some questions as Nigeria’s 2014 budget already includes nearly US $6 billion in security spending while the government is facing allegations put forth by former central bank governor, Lamido Sanusi, who has stated that billions of dollars of oil revenues are failing to reach the national treasury. Once Parliament is back in session, both the lower and upper houses will debate the loan request. It will then pass the request to the committee and then back to the chamber for approval. If however the chambers differ on the request, a joint committee will be formed in order to reach an agreement on the amount the loan should be set at.

While Nigeria’s military is currently receiving training, advise and intelligence support from allies, including Britain, France, Israel and the United States, it is still struggling to counter the almost daily raids, frequent kidnappings and targeted bomb attacks carried out by Boko Haram militants. President Jonathan’s government has also been accused of not doing enough to protect civilians from such attacks.
