The Tentative EU-Turkey Agreement on Migrants is Holding – For Now
April 8, 2016 in MigrationOn April 8, the recent EU-Turkey agreement on migration achieved a modest milestone. Two ferries carried over 120 migrants from the Greek island of Lesbos to the Turkish mainland. Earlier this week, on April 4, two ferries carried 202 migrants from the Greek islands of Lesbos and Chios to Turkey. That same day, 32 Syrian migrants travelled from Turkey to Germany. Of the deportations conducted thus far, a large portion have been migrants of Pakistani, Afghan or North African origin. The migrants travelling officially from Turkey to Europe have mainly been Syrian nationals. If this practice continues, it will address the long-standing complaint by many European politicians that many of the arriving migrants were not legitimate refugees from conflict zones.
Despite these successes, Europe’s migration-related challenges are far from over. There have been reports that nearly one third of the 52,000 migrants in Greece have not moved to the newly designated processing facilities. Large numbers of migrants remain living in unofficial, makeshift camps near the port of Piraeus and at the northern border with Macedonia. The Greek Government has issued an ultimatum requiring the migrants living near Pireaus to disperse within two weeks or be removed by force. It remains unclear how exactly such dispersals would take place without violent protests. As recently as April 1, 8 people were injured during a clash at one of the migrant camps near Pireaus.
For the EU-Turkey agreement to ultimately be successful, it will require careful coordination and sustained support for the Greek Government. Greek officials have criticized that support for being slow to arrive. Earlier this week, there were numerous complaints that less than half of the 2300 Frontex personnel (the EU’s border agency) had been deployed as promised.
There have also been continued divisions regarding proposed reforms to the EU’s asylum system. The European Commission had argued that the Dublin placed incredible stress on Italy and Greece by requiring migrants to claim asylum in the first EU country they reach. One proposal would be the creation of a permanent fairness mechanism to redistribute asylum seekers throughout the European Union away from the frontline countries bordering the Mediterranean. Other potential reform policies include legal penalties against irregular movement by non-EU nationals or a central distribution system that allocate asylum claimants though a comprehensive quota scheme. However, the Czech Republic and United Kingdom have both officially announced their opposition to any major reform of the current policy. As anti-migrant sentiment continues to grow across Europe, any of the proposed reforms could prove highly controversial and difficult to implement. Despite the initial successes of the EU-Turkey deal, a truly long term solution to the migrant crisis remains elusive.
IS Carries out Major Attack in Brussels Days after Main Fugitive in Paris Attacks is Arrested
March 22, 2016 in BelgiumAt least 31 people have been killed and dozens injured in attacks that targeted Brussels international airport and a metro station in the city. Authorities have warned that the death toll is likely to go up in the coming days as many of the injured are in serious condition. The so-called Islamic State (IS) group issued a statement on the IS-linked Amaq agency claiming responsibility for the attack.
Twin blasts targeted Zaventem international airport at about 08:00 local time (07:00 GMT), killing at least 11 people. The Belgian prosecutor has indicated that “probably a suicide bomber” was involved. The state-owned Belga news agency has reported that shots were fired and shouts in Arabic were heard before the two explosions. Some witnesses indicated that after the first blast, people fled only to get caught in the second blast. Public broadcaster VRT has reported that an assault rifle was found next to a dead attacker, with private broadcaster VTM adding that an unexploded bomb belt had been found. The airport is located 11 kilometres (7 miles) northeast of Brussels and last year, it dealt with more than 23 million passengers.
An hour later, shortly after 08:00 GMT, another explosion occurred at Maelbeek metro station during rush hour. The explosion struck the middle carriage of a three-carriage train while it was moving away from the platform. At least 20 people were killed in that attack. The station is located close to a number of European Union (EU) institutions. The European Commission, which is the EU’s executive arm, has told employees to remain indoors or at home. All meetings at EU institutions have been cancelled.
In the wake of the attacks, Belgium raised its terrorism alert to its highest level. Three days of national mourning have been declared. While the airport and the entire public transport system in Brussels is closed, some train stations are due to reopen shortly. All fights have been diverted. Eurostar has cancelled all trains to and from Brussels while the Thalys France-Benelux rain operator has indicated that the entire network is closed.
Across Europe, countries have also quickly reacted to Tuesday’s attacks. In the United Kingdom, security was increased at Gatwick and Heathrow airports, while the Foreign Office has advised British nationals to avoid crowded areas in Belgium. UK Prime Minister David Cameron also chaired a meeting of the Cobra response committee on Tuesday.
In France, officials have stepped up security, while the cabinet held an emergency meeting. French President Francois Hollande held a brief conference, where he stated that “the terrorists have stuck Belgium but it is Europe that was targeted. And it is the whole world that is concerned with this.”
Interpol on Friday warned that accomplices may try to flee across frontiers now that Salah Abdeslam was in custody.
The bombings come just four days after Salah Abdeslam, the main fugitive in the 13 November 2015 attacks in Paris, was seized during a raid in Brussels.
The 26-year-old French national, born in Belgium, spent four months on the run. It is believed that he fled shortly after the November attacks, returning to the Molenbeek district of Brussels. Investigators believe that he helped with logistics, including renting rooms and driving suicide bombers to the Stade de France. He was arrested 500 m from his home in Molenbeek. His brother, Brahim, was one of the Paris attackers who blew himself up.
Friday’s raid came after Abdeslam’s fingerprints were found in a flat in another Brussels district, Forest, which was raided on Tuesday.
On 20 March, Belgian Foreign minister Didier Reynders suggested that Abdeslam was preparing attacks in Brussels before he was arrested. Paris prosecutor Francois Molins also told reporters on Saturday that Abdeslam had admitted that he wanted to blow himself up during the Paris attacks but then changed his mind. Abdeslam is being interrogated in Belgium following his arrest in Brussels on Friday. Mr Reynders citied information that he said had come to light since Abdeslam’s arrest. He disclosed that Abdeslam “…was ready to restart something in Brussels…And its maybe the reality because we have found a lot of weapons, heavy weapons, in the first investigations and we have found a new network around him in Brussels.” Mr Reynders further disclosed that the number of suspects had risen markedly since the November attacks in Paris, adding “we are sure for the moment we have found more than 30 people involved in the terrorist attacks in Paris, but we are sure there are others.” Belgian authorities have charged Abdeslam with terrorism offenses. He is being held at a high-security jail in the Belgian city of Bruges. Abdeslam is now fighting extradition to France, which could take up to three months.
Another man arrested at the same time as Abdeslam on Friday, Monir Ahmed Alaaj, has also been charged with participation in terrorist murder and the activities of a terrorist group. Prosecutors have disclosed that Alaaj, who was injured during Friday’s arrests, had travelled with Abdeslam to Germany last October, where his fingerprints were taken during an identity check
While European security experts have been braced for another attack for months, such attacks continue to have a huge shock when it actually happens. If Tuesday’s attack in Brussels is what many have termed “revenge” for Friday’s arrest of Salah Abdeslam, it will be a source of great concern of authorities in the country as a functioning terrorist network was able to respond so quickly with such devastating effect. Over the weekend, Abdeslam’s lawyer disclosed that he was cooperating with Belgian authorities. It is therefore possible that a cell linked to Abdeslam brought forward the timing of a future attack in the believe that he might blow their cover. Either way, this attack shows how advanced the planning was in terms of logistics, explosives, weapons and people willing to carry out such attacks on civilian targets. Furthermore, while the priority of Belgian officials will now be to ensure that anyone else who poses an imminent threat to the public is apprehended as soon as possible, it is evident that Brussels is seen as a soft target in a county that continues to have huge gaps in intelligence.
The Balkan Migrant Crisis Has Worsened
March 11, 2016 in Balkans, MigrationThere has long been a fear that Greece will become the victim of a bottleneck through the Balkans. This often discussed fear has finally become a reality. On March 8, three Balkan nations joined with a growing number of countries imposing increasingly restrictive immigration policies. Slovenia, Serbia and Croatia announced they would only allow people to cross their borders if they already possessed valid visas. This would effectively stop the thousands of migrants in Greece from moving north in an attempt to reach asylum in Germany. Also on March 9, Macedonia announced it would no longer allow migrants to freely enter the country. One report estimated that 13,000-15,000 migrants were currently living in makeshift camps near Greece’s border with Macedonia. Though exact estimates differ, numerous media organizations reported on March 9 that over 35,000 migrants from Iraq, Syria and Afghanistan are currently inside Greece. The number is expected to rise as more migrants land on mainland Greece and islands near the border with Turkey.
This last development puts even greater pressure on Greece. However, it also poses new challenges for other countries in the region. Hungary had seen a drop in migrants attempting to enter the country after it built a border fence and increased penalties for entering illegally. According to the Washington Post, over 2500 people were arrested for attempting to enter Hungary in February (far higher than previous months). Bulgaria and Albania have both increased monitoring are their borders with Greece. The Italian Government is particularly concerned migrants about migrants reaching the Albanian cost and then crossing the Adriatic Sea to Italy. As a result, the two countries announced they would conduct joint military patrols in the Adriatic Sea.
The European Union’s latest attempt to handle the crisis has come under considerable public criticism and legal scrutiny. On March 8, EU and Turkish leaders announced a new plan to return discourage further migrants from attempting the dangerous trip to Greece. The plan indicated that all undocumented migrants arriving in Greece would returned to Turkey. In exchange, the Turkish Government had requested that the EU resettle one Syrian migrant for each returned to Turkey (the so-called ‘one for one’ policy). As part of the plan, the EU also pledged to more quickly implement visa-free travel for Turks and faster approval of a €3 billion Euro aid package. The UN High Commissioner for Refugees has criticised the agreement as a violation of the EU’s international obligations and the European Convention on Human Rights. Even if the plan is not stopped by a legal challenge, it is unclear when it would be fully implemented.
Tensions Remain High in Uganda in Wake of Presidential Election
February 23, 2016 in UgandaOn Saturday, long-time Ugandan leader Yoweri Museveni was declared the winner of the country’s disputed presidential election, with his main rival rejecting the results, stating that they are fraudulent and calling for an independent audit of the country.
According to the final results, which were announced by the election commission, Museveni got more than 60 percent of the votes while his nearest rival Kizza Besigye received 35 percent. While Museveni was re-elected president, at least nineteen of his ministers lost their parliamentary seats. Amongst them was defense minister Crispus Kiyonga, who is spearheading regional efforts to end the political crisis in Burundi, and attorney general Fred Ruhindi. Some 9.7 million Ugandans voted, a turnout of around 63 percent, for president and members of parliament, with 290 assembly seats contested by candidates from 29 political parties. Furthermore, on Monday, election commission spokesman Jotham Taremwa disclosed that Saturday’s election results did not include tallies from at least 1,242 polling stations – effectively about 4 percent of all polling stations. While Taremwa has disclosed that the missing results cannot change the outcome, Besigye’s supporters have noted that they could bring down Museveni’s margin of victory. Museveni needed 50 percent plus one vote in order to avoid a runoff election.
Besigye was under house arrest as Museveni was declared the winner. On the ground sources have reported that heavily armed police were standing guard near his residence, which is located on the outskirts of the capital, Kampala. In a video, Besigye rejected the results, stating, “we knew right from the beginning the electoral commission that was organizing and managing these elections was a partisan, incompetent and discredited body as from the previous elections,” adding, “we knew that the military and security organizations were going to be engaged in a partisan and unfair way like they did in the past.” Besigye urged the international community to reject the official tally. The president’s ruling party, the National Resistance Movement, has urged “all candidates to respect the will of the people and the authority of the electoral commission and accept the result. We ask all Ugandans to remain calm and peaceful and not to engage in any public disruptions.”
While following the announcement of the results, the capital, which has been under a heavy security presence, was calm on Saturday, tensions increased on Monday when police arrested Besigye as he tried to leave his home where he had been confined under house arrest. On the ground sources reported seeing police push Besigye into the back of a blacked-out van and take him away to a police station in a rural area outside the capital. Besigye had been going to the election commission to get detailed copies of results from the presidential elections. Uchenna Emelonye of the United Nations Office of the High Commissioner for Human Rights visited Besigye in the police station, telling reporters shortly after that he “has not been informed, formally or informally, why he is being detained. Polly Namaye, a police spokeswoman, has however disclosed that officers arrested Besigye in order to keep him from “storming the electoral commission with his supporters.”
Thursday’s voting was marred by lengthy delays in the delivery of polling materials. There were also some incidents of violence as well as a government shutdown of social media sites, such as Facebook and Twitter, which remained inaccessible on Saturday. The European Union (EU) observer mission has since reported that the election was marked by an “intimidating atmosphere, which was mainly created by state actors. Speaking to reporters on Saturday, EU mission leader Eduard Kukan stated that Uganda’s election commission lacks independence and transparency and does not have the trust of all the parties. According to the EU’s preliminary report, opposition supporters were harassed by law enforcement officials in more than twenty districts. Former Nigerian President Olusegun Obasanjo, the head of the Commonwealth observer mission, also reported that Uganda’s elections “fell short of meeting key democratic benchmarks,” while the US State Department deputy spokesman Mark Toner disclosed that “the Ugandan people deserved better…We encourage those who wish to contest the election results to do so peacefully and in accordance with Uganda’s laws and judicial process, and urge the Ugandan government to respect the rights and freedoms of its people and refrain from interference in those processes.”
Another Wave of Challenges for Greece
February 12, 2016 in GreeceOver the past several years, Greece has been increasingly strained by the tens of thousands of migrants reaching its shores. Perhaps more than ever before, Greece could potentially be close to the breaking point. Starting in Sweden and Denmark, governments across Europe have imposed new border restrictions, inadvertently creating a chain-reaction. In mid and late-January, Germany, Austria, Slovenia, Croatia and Serbia announced new restrictions on migrants. Several governments, including Austria, are developing plans to cap the total number of migrants. Almost all the countries recently imposing border restrictions are focusing on original country of origin. The asylum process will increasingly prioritize migrants from conflict areas, particularly Syria. Over this past fall and winter, Macedonia has repeatedly closed important crossings at the Greek border with no warning. One closure on 21 January, for example, resulted in a backlog that took multiple days to clear. When such closures occur, many migrants are left without adequate food or shelter, creating a stressful situation that often results in violence.
The Wall Street Journal has quoted a confidential Bank of Greece report, which estimates the Greek Government could spend 600 million Euros in 2016 assisting migrants. The migrant-related costs could potentially reach 0.3% of Greece’s Gross Domestic Product. The operation of migrant reception centres could constitute 35% of the total cost, followed by search and rescue efforts 26%. Since the beginning of January, the UNHCR has reported that over 74,000 migrants have reached Greece alone. Over the course of 2015, over 821,000 migrants reached Greece, the vast majority doing so in small boats. Greek officials and international observers are expressing concerns that Greece will have to support tens of thousands more migrants in 2016 if border restrictions further north remain in effect. The European Agenda on Migration had been intended to ease the migrant-related pressures faced by the Italian and Greek governments. However, the European Commission announced on 10 February that only 218 migrants had been relocated from Greece. Only 15 European Member-States agreed to participate, providing a total of 1081 places (far below the 66,400 target).
As spring starts to approach, the total number of migrants attempting to reach Europe is anticipated to increase once again. As the European Union struggles to develop a coordinated approach, Greece will remain at the forefront of the migration crisis. Even with European Union and NATO support, it may well be unable to sustain tens of thousands more migrants, especially if many of them cannot travel further into Europe.
