Deadly Flooding and Landslides in the Philippines

The deaths of at least 26 people, with a further 14 missing, following flooding and landslides associated with Typhoon Inday (Bavi), have renewed scrutiny of the Philippines’ ability to protect vulnerable communities from recurrent extreme weather. Although Inday did not make landfall in the Philippines, its circulation intensified the southwest monsoon, instigating heavy rainfall across parts of Mindanao and elsewhere across the country. Landslides, drowning incidents, damage to housing, and the displacement of thousands demonstrates that storms passing through the Philippines can still create significant humanitarian and operational disruption. It is also likely to add to political pressures against President Ferdinand Marcos Jr.’s government, which is in the midst of an ongoing corruption investigation into misused flood control infrastructure spending.

Objectives

This analysis examines the humanitarian and operational effects of Typhoon Inday in the Philippines and assesses how the disaster may interact with the ongoing flood-control corruption scandal. The assessment evaluates the potential consequences for political stability, public trust, disaster resilience, and organisations operating in affected areas.

Context

Typhoon Inday developed east of the Philippines during early July before moving northwards towards Taiwan and eastern China. The storm did not make landfall in the Philippines however its extensive circulation strengthened the southwest monsoon. Locally known as the habagat, it produced several days of intense rainfall, causing flooding and landslide risks across southern and central parts of the country. By the 16th July, Philippine authorities had recorded at least 26 deaths, whilst 14 people remained missing. More than one million people were reportedly affected, with approximately 22,000 remaining in evacuation centres, and hundreds of houses were damaged or destroyed. Many of the deaths occurred through landslides or drowning rather than direct exposure to typhoon-strength winds.

Amongst the most serious incidents, a landslide struck a village in Malapatan, Sarangani Province, before dawn on the 10th July, killing at least ten people. A separate landslide in Calanogas, Lanao del Sur, killed at least five, whilst drowning incidents were recorded in Bukidnon. Most of the casualties occurred in Mindanao, underscoring the vulnerability of isolated, mountainous, and lower-income communities where unstable slopes, limited drainage, weak housing, and restricted emergency access. 

The storm occurred against the background of a major corruption investigation concerning Philippine flood-control infrastructure. At least 9,855 projects valued at more than 545 billion pesos (8.8 billion USD) have come under investigation, with allegations including ghost projects, defective construction, inflated contracts, and the diversion of public funds. The Philippine finance secretary previously estimated that as much as 118.5 billion pesos (1.9 billion USD) allocated to flood-control projects may have been lost to corruption since 2023. One assessment found that 411 of 668 projects examined in flood-prone Bulacan were not situated within identified flood-hazard areas. Investigations have implicated government engineers, contractors, legislators, and senior political figures, although many individuals deny wrongdoing and legal proceedings remain ongoing. 

Analysis

Typhoon Inday has reinforced concerns regarding the Philippines’ disaster resilience and the government’s ability to protect vulnerable communities from increasingly frequent extreme weather. Although the storm does not prove that corruption directly caused individual deaths or infrastructure failures, it is likely to reinforce public perceptions that funds intended to reduce disaster risk have failed to provide adequate protection.

Politically, the disaster is likely to increase pressure on the Marcos administration to demonstrate tangible progress in the flood-control investigation. Images of flooded communities and continued fatalities may renew public demands for greater accountability, prosecutions, and transparency over public infrastructure spending. However, widespread political instability remains unlikely, with dissatisfaction more likely to manifest through peaceful demonstrations, congressional scrutiny, and increased criticism of the government’s disaster preparedness.

For organisations operating in affected areas, the principal impacts are likely to be operational rather than security-related. Flooding and landslides will continue to disrupt road networks, isolate communities, and delay the movement of personnel, humanitarian assistance, and logistical chains even after rainfall subsides. Organisations should expect intermittent communications and power disruptions, increased reliance on local partners, and greater demand for humanitarian support, particularly in evacuation centres where overcrowding may increase public health and safeguarding risks.

Overall, Typhoon Inday is unlikely to fundamentally alter the Philippines’ political or security environment. It does, however, demonstrate how extreme weather, institutional weaknesses, and corruption allegations can combine to increase humanitarian risks. Continued severe weather during the 2026 typhoon season is likely to sustain pressure on the government and add to the operational burden on organisations supporting affected communities.
